An international programme to strengthen the system of primary and secondary professional education and collaboration in the development of the employment markets in the CIS, Asia and the Middle East. Stage 1


To formulate effective mechanisms for the support and development of systems to prepare present-day skilled workers in keeping with the demands of the innovation-driven growth of economies, and the strengthening of the interdependency between professional preparation systems and the growth of export, widening economic diversification and the creation of decent employment positions.


  • To develop international methods for predicting and evaluating future competency requirements in the hi-tech/fast-paced sectors of the pilot countries' economies and in Russian Federation regions.
    Whilst pursuing this objective, a programme of research based on foresight technology will be carried out in the more promising sectors of economic growth. This will look at self-employment and entrepreneurial business activity within the populations of the pilot countries, with the aim of defining the demands on professional personnel and the quality requirements for their training.
  • To create a communication platform for leaders of professional education systems (at regional and municipal level) of the pilot countries in the CIS and regions of the Russian Federation.
    The exchange of the best practices between international experts and employers aimed at defining the key problems of training and how to solve them, and also preparing proposals for the creation of a new type of national system for the training of personnel.
  • The development and appraisal of a system for the en mass remote training of managers of professional education systems in the pilot countries, and of self-diagnostic instruments in primary and secondary professional education institutions based on complex computer-generated simulators.



Stage plan

  • January 2013 – April 2013
    The formulation and presentation of recommendations for the growth of secondary professional education and employment markets to leaders of the G20 countries at the summit in St Petersburg.

  • May 2013 – December 2013
    The development and appraisal of methods to predict and evaluate professional skills and competences for employment markets. A presentation of the results of the programme for leaders of the G8 countries at the summit in Moscow.

  • January 2014 – May 2014
    Receipt of the international experts report and the results of the programme, and their promotion on an international level.

  • June 2014 – June 2016
    Large scale approbation and adaptation of developed tools in pilot countries: Armenia, Tajikistan, Kyrgyzstan, Vietnam, Jordan.
